I think he meant towards the end of the "main game", where things like 4x Cut and the limit breaks will probably be doing more damage than most magic you have by then just playing "normally", without spending dozens more hours maxing out materia

that's nothing as it goes for the gap in the beginning, when your chars are dealing 150-200 per hit and maybe 500 with summoning, it should be possible to get the enemy skill "beta" from midgar solom, which deals about 1250 damage. Granted, getting that enemy skill very early in the game may take a few attempts, but it makes the game early on redicilously easy, as it oneshots all normal mobs and bosses die in 2-5 casts.
