That said, if you had to pick either Steam or Switch, I'd say get the Switch version. While it doesn't have mod support, it at least doesn't require a login to launch the game and even has x3 speed and no encounter enhancements if you really want that, and having it on the go is really nice too, and even then, if you get it on the PS3 store which is the PS1 version emulated, you can play it on your PSP and PS Vita.
The latter is my preferred option if available as it even supports custom screen settings so I can play in fullscreen while those who prefer the original aspect ratio can play in 4:3, whereas the Switch and other versions are only in 4:3 with no stretch options.
If you have the option to play on pc or switch. Then I would go for pc, if(!) you plan to use mods which are a drastical improvement over the PS1 version (though they still can't reach the full quality of it). With no mods the switch version is fine and a better experience then on pc.
