Help in Junon for Underwater Reactor

I need to get to the underwater reactor before I go to Wutai, so I watched a walkthrough, but in the walkthrough cloud interrupted the soldiers training and fought them in the elevator. Now I can't get past. Pls help

What exactly is the issue

I watched in a walkthrough of the underwater reactor. That when cloud approaches the soldiers practicing in the hallway. They immediately dispersed and battles started in the elevator. When I go there nothing happens and all the doors are locked.

Are you sure you're meant to go to Junon yet?
Because it sounds like it's not triggered yet

I went to wutai and I cant get past the cave without the item
