Help finding Keystone

I don't know if I'm blind or stupid, but I've been following guides to a T and I can't seem to find the Keystone needed to enter the Temple of the Ancients.

It's not present in Dio's Museum, even after speaking to the weaponsmith and those guys in Bone Town.

Did I get glitched?

First I need to know at what game-state you are. If you send me the save file I will carefully check it for fun.
Before doing Temple of Ancients you need to complete the event on Cid's skyrocket, defeat Palmer and getting the Tiny Bronco, that I suppose you already have couse you need to have to reach Bone Town! You may be missing to do the Wutai quest and the Gongaga Reactor event, but I don't think they are mandatory as your game-state should had been updated. Are you missing the stone? It's up the altar on the Dio's Room. You need to activate the quest talkingn with the altar, and not with any NPC...

Huh. Actually, never mind.

I actually managed to get in. I think it was a glitch I just had to reload, or perhaps I simply forgot about ever doing Dio's quest because it had been such a long time since I last played the game.
