The Reunon mod is a translation mod for the Steam and 98 PC releases of the game. Also has a cut down version for PlayStation release. It is a ground up relocalisation of the game, and is the best way to play the game now. It also adds a speed up function, and has optional 3D model replacement, frame rate enhancement for battles, harder mini games, etc. The latter are optional.
The Japanese International version is a PlayStation Japanese release with all the changes that were made to the game when it was released out of Japan. All version available out of Japan have those extras, except for one Japanese only disc which comes with some extra developer commentary on the game. This is all in Japanese so only buy it if you can read that language. The real differences from this to the other releases you mentioned is that this is the PlayStation release.
