What exactly does it do? I cast it on the monster when you unlock the safe in the Shinra Mansion. It didn't die after 60 seconds nor did a timer appear above it's head. Does it only work on certain enemies?

It's a doom spell that can kill a Target in 60 seconds but it won't work on targets immune to death. There are exceptions but it's not really that useful.

Yeah, it seems any enemy you would want to use it on, would be immune. While any enemy you can use it on your party can kill in 2-3 moves.

Safety bit accessory or pairing destruct+added effect materia in your armour will make you immune to death.

It makes tifa op with her "power soul" weapon.
