The soul packs add more versatility to the classes, for example the Dream Soul pack adds talent/soul trees for warrior or rogue healing, and mage tanking.
I'd say none of the packages on the steam store can be considered pay to win, and anything that can be bought by cash via in-game store can also be reasonably acquired in game too. You could say that the game is balanced well enough that p2w or not is a matter of opinion for us to debate on steam when we're bored.

I played to max level as a F2P player, it was ok but there were some frustrating moments, buying the cheapest DLC also gets you a 110% speed mount, from Loyalty bonus, on all your characters from level 1.
The Dream and Storm Soul packages get you extra specialisations for all classes. They aren't required but they do give you more options. Though personally I think they are heavily overpriced at 20$+
The same goes for the Storm Legion Souls, you can still find The Storm Legion Expansion Box somewhere online for also nearly the half price of SL Souls Pack from Steam or from the Rift Shop.
The Dream Souls are also available from the Rift Store, or somewhere online as code, but they are expensive through either way... unless you save up plat., buy REX ingame with it, and then use the REX to buy the Dream Souls.
The best way to start into Rift, was the Laethys Fortune Pack, when it was on sale... but with the prices up again, i would rather recommend as mentioned before,
+ a cheap Rift Ultimate Edition Game Box
+ the Nightmare Tide Typhoon Edition
for a good start into Rift.
If you want to go into PvP, raids or level a bit faster, it would be much better to go for a Nightmare Tide Edition and perhaps more subscription time...
Recerntly there was a massive sale, -75% to -50, not sure if still available, collector ed for 10 instead of 40 is quite a no-brainer to get.
if you trust a long stay and plan to try out many different characters and play styles then the lucky pack for ~40 instead of ~150 that includes all the extra souls is even better.
The bugger NT pack was also sold for the price of the basic typhoon ed.
The content of each pack is well described, if you lay a little you will see if the content iss relevant to you or not really. Make sure you see distinction of character and account upgrades.
If you buy enthing you also get goodies from the gained 'loality' as extra.
