You're offered teleport to NT as you cross to level 58.

Before that you can get there in instant adventures is they happen to run actually there. In the previous 2 months it was even easier as Traken was featured...

You can also get there via the little island between Freemarch and Silverwood. You talk to an NPC there who transports you to a Nightmare Rift zone and when you use the exit portal from it, it takes you to Ghar Station Mem on Goborro Reef. You can't unlock any of the porticulums in PoW until you're 58 but you can visit them and when you hit 58, those that you visited will be unlocked.

1)Get to Lv 58-60
2)You may get some quest in the capital city or in your mailbox, I forget
3)It'll take you to the Plane of Water

Not *very* much is underwater. Its mostly part of Goboro Reef, bits here and there, and the expanse between zones. Enough that buying an amphibious mount is useful, just not crucial at all.

Though I don't reccomend it since you're just starting out, there is a nightmare tide expansion with a level 60 booster if you really want to go there that badly.

If you buy the Nightmare Tide Infusion Edition with that said level 60 booster item included, do yourself a huge favour, and trade/sell that thing right away.

If you do it right, you might get enough REX in a trade or Plat. in a sale to buy
The Primalist
calling with it. Which means, you can get the NMT perks from the Infusion Ed. and the new calling with just one purchase.
