Non-patrons can only queue for random dungeons and not for specific dungeons anymore (you can still run into the dungeon entrance with a premade tho, or let a patron queue for you
Same is also valid for warfronts (1 charge cape & only random queue) and chronicles (1 charge cap).
Those changes have been controversial. Trion states the changes were necessary to entice people to become patrons and to keep the game alive.
You can find the related official thread here:

What I find "funny" is sub based games that switched to F2P (i.e RIFT and SWTOR) that make the F2P model so bad it "forces" you too sub which is why the game "failed" in the first place.
to entice... its more like gunpoint, either pay us or just leave.
such things never work.
:(
Game still live for me and my guild.
Game dead only for complaining kids, who don't have money for games and play free everywhere. Every game need money for new updates, etc.
I do like how the assumption is always "we aren't offering enough to players" instead of something like "the people playing our game might not actually be able to afford giving us money, since things like food and bills are a bit more important than a tab-target MMO."
Nah, the problem is too many Suits are making games instead of game developers.
All of this.
not sure i quite get your point, apart from you blaming low pop on an upcoming update. The general feel from end game players and the people in the thread that was previously linked tends to point at a more permenant fleeing of the ship by the F2P population and that this is having a direct effect on the patron population who now wait substatially longer in all queues.
I think you're saying you party with friends, which is great. But those that PUG have had their game experience significantly worsened.
That's because you're using the roles that are in demand, probably at the same time pretty much removing any chance of a wait. Everyone else who has just one or neither of those roles gets to sit around for who knows how long instead.
