You can use different melee/range roles, and switch between fights when you want to.
Or you can try putting melee and range abilites into a macro:
#show [ability name]
suppressmacrofailures
cast [melee ability]
cast [range ability]
when you're close enough for melee attacks, this marco would use the melee ability before the range ability.

about macros and more.
in game, lower left corner, System, Macros, that's where you can create your macros. you can sort different abilities into one macro, place that macro on your action bar, and then activate the abilities in that macro one after the other through pressing that button.
it's not something automated, you still have to activate one ability after the other. but it's a pretty helpful feature, and it can keep your action bars a bit more overseeable.

About Tempest... you could use the build from SecondBass, or depending on if you have access to all souls, you could put 4 points in Warlord for the Recovery Posture, and 11 points into Liberator to get some healing and cleansing abilities. I allways like to place some points in a healing soul with my builds, it's nice to be able to help some fellow player.
