I think in your case you only receive offers that suit you. If you are already driving for a top team there are fewer or no opportunities to move up.
There aren't any contract offers once you move up to the top teams, you have to get fired to move from the top teams, I hope they add contract expirations in the next career mode but I am not complaining this has been the most immersive Career mode in the past 3 years
Not true, I'm at Mercedes and got a contract offer to join Red Bull, Ferrari or Williams
