For example, I have a Dutch Windows 8.1, but I had to install the EN-US language pack and speech files (from Settings menu, not that hard ;-) ) in order for speech to work at all.
For developers, it's really easy to use the system, and I find it surprising that there isn't some option of changing the list of phrases in-game (or see this in a lot more games). For instance, I'd like to ask "How's the car doing" instead of "Vehicle Condition". Seems more 'natural' to me...
But if the engineer tells you he doesn't understand you, he gets the input (mic) but doesn't recognize the command. Either move your microfone close to your mouth or run the speech calibration from control panel (if you're running under Windows).
