edit the "action map" in your F1 2016 Steam folder. Search for "accelerate" and "brake". There should be "uniDirectionalPositive". Change that to "uniDirectionalNegative".

Try that and report.
I did that but the axis is still the same unfortunately. Maybe I need new pedals or something but they work fine on every other game.
