It's a little confusing, as there was no such thing in the old games.
But why was the AI able to do the same thing then (not using the Medium)?
How is this possible since the Q2 set would be mandatory to start the race with?
From what I've been able to test the game will not allow you to set up a strategy at the start of the race that will break the rule. I would assume that the engineer suggestions would not break it but I don't know for sure.
The easiest way is to think of your tyre allocation as tyre sets 1-13. Sets 12 and 13 are your mandatory tyres and must be used at some point during the race.
So in your race you and the AI both started on your Q2 tyres called them tyre set 9. The mandatory tyres must have included at least one soft set.
So when you pitted you went onto supersofts which were not a mandatory set, called them set 8. To fufil the rules you would need to pit again to use tyre set 12 or 13.
The AI pitted and went onto a mandatory set (12 or 13) so did not have to pit again.

Well it's not quite that simple there are 2 tyres of which you must use one. The problems most people are running into are:
1) It is a new rule and I must admit I thought it was just the compound that was mandatory not a specific set of tyres.
2) It's not explained by the game or emphasised, so the first time you run into it is when you are about to break the rule. As this comes on the last few laps of the race it often ruins your race.
3) That when you change the tyre for your next stop in race there is no way to check if it is one of the mandatory tyres. A few people have said they have stopped for example a soft tyre (when a soft set was one of the mandatory tyres) but that the game did not fit the mandatory set. Thus they have had to stop again for another set of softs to get the mandatory set.
I've not run into this but it would seem to be a bit unfair and pretty easy to fix.
Even if your practice was all wet there is a set of intermediates and full wets that you can't touch in practice and are reserved for the race so these should have been available for you. Not sure why you couldn't choose them. Did they not appear on the little pop up menu during the race as a green I and a blue W?
I would have thought your engineer would have suggested them too, did you see or hear any messages to change?
You can then scroll through it using the d-pad up/down and change values with left/right.
The menu includes:
- Fuel Mix: Lean/Regular/Rich (with Rich being more fuel faster car and lean for when you need to save fuel)
- Forward Brake Bias: I'm not an expert, others can probably explain what this does. The explanation I had was:
Forward (higher percent) - Shorter stopping distances and the car will want to stay straight under braking.
Rear (lower percent) - Longer stopping distance but the car will turn more under braking.
- Differential - percentage (not really clear what effect this has, apparently it is for adjusting the power distribution between the rear tyres)
- Downforce - number higher means more downforce better cornering but more drag (I assume this relates to your front wing and will be only changed on pitting)
- Tyres - Here you can cycle between the available tyres to select the one for the next stop. Wet and intermediates should be on here too. What ever one is displayed will be the one you get when you next stop. (agreeing to change strategies when the engineer suggest will change it)
