hmm, it is an old game and it was not designed for these kind of resolutions. I have a laptop that is 1366x768 and it shows up fine in the game.
Are you referring to the menus or the game screen? The menus will always be 1024x768 because they are pcx graphic based. It can be changed by editing the graphics however. The game screen should extend the full length however and not have black bars if the command is working properly.

My screen res is 3000x2000.
Everytime I type KeepRes=1, it doesn't open. The videomode codes don't change anything either. When I open the game, I think at least 25% of the bottom right corner is gone. Any solutions?
I use windows 10. Videmode=1600, Playintro=0.
I think the trick for win10 users is to :
rightclick civ3conquest.exe, preferences, Compatability, Overide high dpi scaling behaviour. Scaling performed by Application.
Maybe try to run in admin mode and compatabilty mode for win 7.
