Depends on what your goals are. First decide if you want to win by conquest, diplomacy or culture, then choose a coorisponding civ. I usually go with Rome for the conquest victory.

Science & military is Germany. See page 32 in the Civ 3 manual for characteristics of all civs.

If there is anyone else that wants to find a good country to play as, I have found America and Greece to be pretty good.

I prefer to use the Germans or the British if I'm going for a conquest victory or an economic victory.

I find France to be a good choice since their type alleviates two of the things that give me more grief than they should: slow worker options and rampant corruption in far cities. The lowered corruption also leaves fascism and communism as good coices even if an economic playstyle is being used, and you'll never see a railroad finished faster than industious workers under a fascist government.

I used to write for Civfanatics.com and we rated the countries by tier. Most countruies are good at somehting some countries just suck (Mongolia, Portugal, Hittite).

Babylon (culture)
England (money)
Iroqous (Expansion/War probably best civ in game)
Inca (rapid expansion)
Maya (expansion)

Good traits. Agriculture, Commerce, Industrial.
Meh traits. Religious, militaristic, expansionistic

"power civs (very good all round)

Iroqous
Sumeria
Celts
Maya
