while i understand the concept of the game i have no idea concerning the mechanics to accomplish this, even such basics as how to read the capital city page elude me completely

In "Preference" there is an option "Tutorial Mode" to enable.
I too, was bothered a bit when I saw the lack of a proper tutorial. But the "tutorial mode" (which seems to be more about tooltips/extra confimations) and the lowest difficulty level seem to work just fine to introduce you to the game.

You can browse the Civilopedia. It has a good amount of informations. And yes, there is no tutorial to guide step by step. Call it a challange (?). Hope it help.

But once you enable this in preferences and save it, come back and it isn't checked anymore. Anyone have this problem?

nope, It's working for me. sorry I can't help you.
Anyway the "tutorial mode" is only tooltips and advice, you can learn easily without.
And you can lso try to get tutorials on google or on youtube.
Back in the day, the player would read the manual. This one was quite thick.

My father actually printed out the entire manual and read it - it's quite a pain, but he's able to play on deity with a bit of save game load game cheating...

Well, at high levels you need to "buy" techs from other civilizations, because they have HUGE bonus over you. Also you need to master the luxury stuff or it is over.
Basically: you need to expand very quickly at the beginning and continue to produce cities following a scheme (example, EVERY 2 or 3 squares). When you have a strong economy and basic defense you need to check almost every turn what techs every civs have. Then trading them making a HUGE profit. With that money you can afford a HUGE army to crush anything will get on your path.

Or expand yourself + build several swordsmen/iroquis/whatever to annihilate the enemy.

Hope it help. Also, sorry for my bad english.

Que the "TL:DR" posts. I still have my manual from the disc version I bought years ago. It's pretty worn out.
