How to play online with friend?

How do you play with a friend online? I host a match and so does he but we can never find each other's game. Any suggestions?

does this also occur on LAN (that is, if you've also tried that too)? it could be that a port or Civ III itself is being blocked through firewall.
I haven't experienced this myself yet, but when situations like this occur on other games, i manually turn off the firewall and it usually works after that.
