also. not sure if this is from civ 2 or what, but it think there is a hidden prerequisite. you need to have 7 or 8 cities that are larger than either size 8 (or 12), i forget which it is.
i always get adam smiths trading so i'm not sure why you can't get it to pop up. maybe try and verify your game cache if the suggestion i gave doesn't help.

Research different techs than the path the computer favors. If you're the only player with a particular tech, you get much more for it when trading. To maximize the return when you develop a new tech, trade it to every other player on the same turn. If you trade it to two competitors on a turn then to the others the turn following, its value will have decreased (now 3 people know it). It seems to only reassess that value at turn end. (Also that way you avoid the risk that one of the 2 you traded it to trades it themselves to the others).
This approach helps you keep up with computer player tech research on higher difficulties when they get advantages.
