Is AI only games possible?
I would like to know if it is because I am curious about their AI after reading their scripts...

Make a scenario where you don't start with any units in debug mode if you want to watch the AI play itself, but it can be very slow because you have to watch every single battle that ever happens. You can also just have the map revealed, you will be able to see them grow IIRC but can't do anything with them, it goes much faster though.

Wow, Steam doesn't install the shortcuts to the editor like the CD version does I just noticed. Go to C:\Program Files (x86)\Steam\SteamApps\common\Sid Meier's Civilization III Complete\Conquests there is a program there called Civ3ConquestsEdit, you can use it to make maps and mods by changing the rules, Debug mode can be turned on in the window that opens when you open Scenario Properties under Scenario at the top menu, also Reveal Whole Map is there, and you can check Custom Player Data or Custom Rules for more options for mods. Custom map is turned on automatically if you start drawing on the map. The editor has a Help option so if you need to look anything up you can search for it there.

Oh yeah, forgot, you need to turn on Custom Player Data to start with no units, for Player 1 you have to set number of settlers and workers to 0.

You have to save the file somewhere after you make the changes, I don't know where it saves normally since you have to move the files to C:\Program Files (x86)\Steam\SteamApps\common\Sid Meier's Civilization III Complete\Conquests\Scenarios and I just started saving there instead. If you have custom rules if I remember correctly it doesn't save your score, but I forgot if it does so for the other settings.

DEBUG mode lets you see all the AI moves, you can click on their cities and change things in them, you can see a number representation of their mood in diplomacy, and you can spawn any unit (I forgot the keyboard shortcut for it though, look it up).

You can go to preferences and disable animated battles if you don't want to watch every one.
