The only time i will do a 3-life pop-rush is when im about to drop into Anarchy(chg Govt) & i know some ppl are gonna starve to death anyway. Chances are,in a city w/7+ pop,that some ppl are gonna die if it falls into Anarchy
A way to off-set some of the "We cannot forget the cruelty you have inflicted upon us" penalty is make that city's next build a worker or a settler. You essentially breed the 'unhappy' away.
I couldnt imagine pop-rushing a Courthouse for 3 lives and ending up w/60 turns of misery.
