Report a translation problem
Just realised your copy is a CD-ROM. It has been found CD-ROM copies that on Vista and on, it runs better on an installation outside the Program Files folder (like desktop or another drive), although I have never had an issue with 7 for my cd copy. Some have said this is more of an issue with steam copies as you cannot do much about the installation folder. Switching to steam has solved some of the issues for some, but some with steam still have trouble starting civ3 especially now with Win10. I went and looked for some helpful posts for you and I admit I found less than I remember seeing.

"Okay, maybe I'm getting closer. I went to Steam>steamapps>common>Sid Meier's Civilization III Complete>conquests and right clicked on Civ3Conquests.exe, then properties and set compatability mode for Windows XP Service Pak 2. The game started but there was a resolution problem. I only saw part of the start screen. The lower right of the screen was missing. I remembered something about changing the screen resolution in the conquests.ini file and tried that (add the line "KeepRes=1). But then the game wouldn't start. My monitor supports 2560x1440 resolution so I tried setting the number at 2560 but got the same thing, the game didn't fill the monitor screen."

"To all those trying to run civ3 on Windows 10, I suggest you try using an emulator like virtual box to install Windows 7, 8, 8.1 or whatever and then use that to play civ 3. I haven't tried this but there shouldn't be a problem with this process."

Civilization III: Complete predates Steam by many years. I bought it in like 2002 or '03, so that solution would simply entail me repurchasing it from Steam, which I would rather like to avoid...
Just so you know, he already said in the OP that he is using the CD-ROM and if he decided to get the steam version he would have to install with steam as that is the only way to use it. It isnt an optional install with steam.
Ive just bought a Win10 laptop so ive been trying to get my Civ3 CD to work, but I seem to be having the same problems as you and others. Im pretty certain steam will work fine but I havent had a chance to try as I would need to redownload it for that computer and I cant atm.
I bought a USB external disk drive so that I could try to install Civ. I've also attempted to install several of my other computer games, so far none of them have worked.
