1024 = 1024x768, 1152 = 1152x864, 1280 = 1280x1024, 1600 = 1600x1200, 1792 = 1792x1344
If you use KeepRes, there is no reason to use VideoMode.
Civ3 is an old game, it was not designed for such big resolutions like yours, so you will have to choose one that somewhat fits.
Since most of civ3's menus are .pcx graphics, they also dont change with the resolution. There are a few 'widescreen' graphics available that you can use.

Went into Windows Settings - Display - changed the resolution to 1024 x 768 and set the Scale to 100 percent.
In the conquest.ini made sure the line KeepRes=1 was present.
The game plays fine in widescreen with nothing cutoff and everything to scale. It takes less than a minute to make or restore the changes. Just make sure you make the changes before you start the game.
Update 8/14/20 - These settings were used with Win 10 and a 32 inch 4K monitor. You can also get to the display settings by right clicking on the desktop. I only tried a couple of resolutions and quit trying different options once I found this one worked, so there might be another resolution that would work better than the 1024 x 768 using this method. As Two Gun Bob mentioned below there is a little sideways stretch using this resolution. Enjoy.
