While the patch is for German, the game will still be in English if that is what you are configured for.
I have found that patch but have been unable to figure out how to get it to run with the steam version it says No civilization 3 installation detected
You have 2 options:
1) Ask anyone you know who has a CD or DVD drive to use something like Nero or Ultraiso to make you a CD image file from your physical CD so that you could use an emulated drive and install Civ 3 this way. Apply NoCD afterwards. This would be the legal but convoluted for no reason way.
2) Go to ye harbours full of ye yarrr-ahoy-mateys and acquire vanilla Civ 3 image from there. This is the gray legality way, so if you live in a country with strict monitoring of gary downloads, do use VPN. Considering you are even asking this question, I strictly recommend you avoiding any direct download proposals, and use higher-seed torrents, and run thorough virus checks on whatever you download.
I won't even mention that vanilla Civ 3 would probably not even launch on Windows 10-11, so you'd need to use a Virtual machine or older Windows installation to run it.
