4. If you've been at war for a significant amount of time, you may be suffering from war weariness, so make peace.
Use Military Police and Luxuries. It is not very good to build happiness buildings necessarily as they cost money and production time. It is much better to utilize luxuries and marketplaces, and use the luxury slider when needed. War weariness can be a problem, but only in certain governments like Republic.
Putting a governor in cities can be helpful too so that it never goes into disorder in between turns, but sometimes they are not that efficient and sometimes you want to check on them, but when your city reaches a certain point in population is does not matter that much. However, you still need the methods above to make sure the city is as productive as can be.

unrest comes from 2 mayor factors
: population size (depending on difficulty 1 or more will be born neutral, after that they will all be born angy.
: war weariness (some goverment types have this more than others)
villagers in a town can be either happy, neutral or unhappy, if the number of unhappy people in your village exceeds the number of happy ones, you get riots.
So ways to solve this issues (in order from least to most important)
: decrease population size in the town (starve away a few, or BEFORE you get hit with riots, rush a few buildings with population, or just build workers and/or settlers.
: fortify a few military units inside the town, depending on city size and goverment type, they may turn bertween 0 and 8 angry people happy, each millitary units only turns 1 villager from angry to neutral.
: build happyness buildings, temple, colloseums, etc turn unhappy people into neutrals.
: build wonders, there are plenty wonders that turn a couple people in 1 or even all of your town happy
: stop the war you are in
: get acces to "luxery goods" there are 8 types, you won't get more happyness for owning multiple of the same type, 1 of each type is fine. For a city to have acces to a luxery good, you must have a trade route between the place where it is located, your capitol and the trade good.
(a road will do, but a combination of roads and harbors will do too) You can trade with other players and trade your double tradegoods for theirs (sadly they generally are greedy and want you to pay a little extra, trade deals generally will disapear after 20 turns, so you'll have to renew that trade every 20 turns.
: build a marketplace, by default each luxery good turns 1 villager happy, so +8 happyness if you own all 8 types, but if you build a marketplace in a city, luxery goods get an increased happyness effect. in a city with a marketplace the effect of connecting luxery goods to it is as follows :
1st luxery good : +1 happy
2d luxery good : +1 happy
3d luxery goopd : +2 happy
4d luxery goopd : +2 happy
5d luxery goopd : +3 happy
6d luxery goopd : +3 happy
7d luxery goopd : +4 happy
8d luxery goopd : +4 happy
(as such if you own the marketplace and all 8 luxery goods you'll get a whopping 20 happy villagers)
