And let's not forget mines, for they increase production. I wonder which terrain is best for mines.
Ideal terrain for mines is hills and mountains, since you can't irrigate them and the mines add +2 production each instead of +1. I also usually like to mine any squares that produce 2 or more food, although it may sometimes be preferable to irrigate so that population growth will increase.
But roads are definitely the most important tile improvement for increasing commerce.
How about deserts tiles? They good for irrigation or mines?
Deserts are better for mines in my opinion. They produce very little food, so it is better to get more shields out of them. They only start producing decent food with railroads. With 1 food, a city cant ideally work them to grow.
It is a good idea to balance irrigating and mining. Irrigating grassland is very helpful to cover the low food/high shield tiles. But you dont necessarily want to irrigate all of them; and in Despotism, you want to mine them, as irrigation does nothing in that gov for grassland. Bonus Grassland are the best tiles to irrigate once out of Despotism, because it already contains a shield; and in Golden Age, you make more shield output by irrigating those, and mining the normal grassland in a city that has these conditions.
