won't start FIXED
ok i found a fix that works for those of you who can't get the game to start up.

go to steamapps/common/sid miers civ III/conquests
find conquests.cfg (configuration file)
add this at the top just below [Conquests] should start on line 2 basically
KeepRes=1
Playintro=0
Video Mode=1024

then right click on Civ3conquests.exe> properties>compatibility>

set for winxp S2
check disable display scaling on high DPI setting
click run as admin

well, i got it to load and start setting up for a game, but then it crashed. your tips were still more helpful than many i have found yet

Hmm. haven't ran across a crashing issue, whats your system specs, i'll see if i can find a fix.

Set the compatibility mod to Windows XP Service Pack 3 / Run as Admin and it will work. Don't need to do anything else.

looks like it has been changed to an ini file. Conquests.ini

doesn't work on windows 10 except for the intro and if you hit the mouse windows popups up saying this program isn't responding

yeah sorry man, I don't have a fix for win 10. that fix worked reliably for win 7.
I’m going to try and put it on accessibility mode and set it for 256 colors and put it to work on windows 7 or 95 and see what happens.
I fixed it all I did was verify the game files

No cfg or ini file for me but I figured out Conquests/Civ3Conquests opens the program, and not the blank desktop icon that Steam installs nor running direct from Steam.

I have a clean Windows 10 2004 installation on my computer. I also get the problem where after the 2k animation, the screen would go blank (but the game would not be locked, since I can hear the menu sounds). When I try to click in the game screen I get a Windows popup saying the program is not responding and giving me a choice to close the program or wait for it to respond.

Actually in my experience with this fix the line "Playintro=0" is the one responsible to get the game started without any other actions (seems to force the game to skip the intro animations);

The line "KeepRes=1" seems to force the game to keep the native/current display resolution (in my case 1920x1080).

The two lines were enough to get the game running at 1920x1080 in Win 10 2004 update (which is what I was interested in). None of the other stuff was needed for my case.
