A city needs about 2 food for a citizen so that it can grow. Irrigation on grassland does not increase food yield until you are out of Despotism as there is a tile penalty. Food resources do get extra food when irrigated on grassland however. So it is often said to mine green, irrigate brown (as in plains). A river only gives +1GPT and makes it so you can grow past a population of 6 without the use of an aqueduct.
It is best to manually assign citizens to tiles. The governor can be useful if you dont want to deal with that micro above a population of 7 as in so the governor covers the happiness problems. Only you know exactly what you need and how fast you need it. It may be more beneficial at the time to prioritize shields instead of food to get something done faster. In some cases you may not want a city to grow anymore and to stay at a certain population. Or you only want a city to use a certain amount of tiles so that another city can use certain tiles, which often happens when you pack cities close.
Tobacco only provides a +1 bonus gold.

Do you have your happiness under control? Not enough luxuries or happiness buildings, the governor will assign entertainers and it sometimes does not leave enough food to sustain. But usually that only happens if you have done pop rushing as the city tile usually covers enough to get another citizen. The starving usually happens on higher populations.
