Report a translation problem
Someone should make a comparison of the visuals of this version with the visuals of the Wii version.
EDIT: Nevermind, I just see the technical review on PC Invasion.
This isn't really a simple fix, assuming they're planning on fixing anything at all. I'm really sad.
That's not an "issue". It's just a relic from designing the game for consoles first and foremost. It's very unlikely that it was ever intended to run on PC. Not a particularly great development practice.
I imagine they just didn't take that much notice of it? I can't say, though it's hard to ignore game speed decreases, so I dunno. It's a shame that the port couldn't have transitioned as well as some other console games(like Phantom Brave).
I hope they 'fix' it, but as it's not a bug but a design choice, I don't count on it.

In a review on steam someone is reporting the same issue as you have.
It's a better experience than 30FPS, when I played it on Wii/Vita.
I do remember several discussions over at the Tales of Zestiria forums, about how some folks just *felt* that it woudln't be better at 60FPS... until the patch hit that enabled 60FPS.
No one wants to go back to 30FPS that I'm aware of. 30FPS doesn't feel good when you have any other choice.
I've purchased this game 2 times so far - I'm happy to support these developers. But I don't think purchasing this version of the game would be doing that - it's not currently a good representative of this genre in its current state.
I'd definitely recommend folks delay any purchase until these issues are fixed.
Looking at how quickly most of these games are fixed with fan patches by folks more than willing to share their expertise, it really isn't too much to ask, to get some minimal control/display fixes.
The reward for the developers will be the ability to expand into a very large, and rewarding audience, and the knowledge of how to scale - which will be increasingly valuable with upcoming generations of 4k/dynamic resolution consoles.
Frankly though I like the version. Having only played it on the Wii prior I have no trouble playing it at 30 fps until they fix the other option if it's possible.
