Onii Ranger Quest - Enemy won't appear

I've gotten 3 Onii Ranger quests so far, in three different locations (Dark Valley, Jolly Bridge, Broadcast Tower) and all three times the Onii Ranger fails to appear. I don't think this has happened for any other enemy quests. I really, really hope this won't prevent me from getting 100% completion, because apparently the only way to find Onii Ranger for the UMA Book is through the quests, and I'm almost 35 hours into the game.
Anyone else experienced this and/or know a fix?

Small Update: I've been rotating save files every hour or so, so I went back to a save file with a 5 hour lower playtime. They still didn't show up there so I didn't find a potential cause for this bug, but it doesn't matter so much now. Turns out that the Onii Ranger aren't in the UMA Book for this game, thank god. The source I found saying they were was on a New Little King's Story (PS Vita) thread, and looking at the UMA Book for the original Wii game, they don't seem to be there. So yeah, this quest is still bugged, but it looks like I can (hopefully) still get 100% completion regardless.

I think I read somewhere that they only show up at night.

Super late, but does the quest(s) actually appear on your map? I have exactly the same problem and don't know what I'm doing wrong.

Edit: Also tried to find the enemy the whole day from 8am to 6am, never appeared where it was supposed too,

It's been a while since I played but I think I found rangers once at night somewhat near the map marker, I think one spawn was in the TV Dinnah arena.

That being said, the Onii Ranger quests, along with most other quests(ones without gold stars, IIRC), are randomly generated and in infinite supply so you're probably better off just skipping this one. Not really missing anything.

Sorry, it's been a while since I beat the game now, but I'm pretty sure it did show up on the map. The enemies just don't appear in the spot the quest marker is at.
But yeah, I gave up because they don't add to your game completion or anything.
