Report a translation problem
It should be installed on a Mac as default.
Go into Mac terminal and type "python --version" or "python -V" (note two - on first and capital V on second, obviously without the "")
Should return: Python x.x.x with your version number (IIRC should be version 2.7 upwards for Civ4)
Although don't know if it will help as it may not even be a Python issue
Not something stupidly simple like the version installed is the Windows copy (somehow slipped through). You could always try uninstalling, flushing cache, restarting and then a redownload. Surprising how often that fixes issues.
You could try installing Python 3 although I doubt that is the issue, I'm really sorry I can't help more as I dont have a Mac to play around with to try and replicate/discover a fix.
At this point I would say open a Steam support ticket and see if they can help. Don't be surprised if a reply takes 5-10 days tho :(
