You can micomanage the citizens in your city, so they do less food-production work and more other work (including working as specialists). This is what I usually do when I want a city to stop growing. Also, worker units can build improvments that citizens can work on to produce less food and more hammers &/or commerce. E.g. workers can change a farm into a cottage or a workshop, and can change a windmill into a mine.
If you're referring to people being unhappy because "It's too crowded!" that's just a natural mechanic of the game. You get a certain number of free citizens in each city depending on the difficulty level, and each population point beyond that will produce one unhappy face. As CHE mentioned, one way to solve this is to limit the food production so that your city doesn't fall into unhappiness. The only other way to deal with it is to increase the happiness in your city, by doing things such as connecting new luxuries, building certain city improvements, getting a state religion in the city, or addressing other causes of unhappiness.

Something not suggested yet is that you can change your civics to something that allows you to reduce your population. Two such civic choices are Nationhood and Slavery. Slavery allows you to sacrifice population in order to speed production, whereas Nationhood allows you to reduce the population by drafting citizens and turning them into military units. Both have their disadvantages, though.
