Use regular DirectX wrappers to restore broken Windows compatibility. File inside subj link are dll by Narzoul. Its all you need to play on Win11 and what can be done by any relations with game files. Actually no files of game related. Just put ddraw.dll into game root folder.

PC version hasn't proper loop music Turn theme. Although maybe it possible to grab from PS1 PAL or NTSC disc and convert to Digital version ogg files. There is track32 which is dublicate of track31 file. One can be replaced.
But still this is original PC port design - random music will play. Force to Loop force random music to play.
Understand the basis of what fixes are shared online (shared for 15 years and only for disc version) and basis of PC port design. Before going to modify Digital updated patched fixed releases. UrbanScan, Alternative Software and GOG/ZOOM stores really did good job here.
Dont make it going back to worse stage of original PC port and 1.0(cr@ck) exe bugs (there is). Dont downgrade your game experience!
Same for winmmdll used in Digital re-release.

Probably better go some official auther web page to find. Suggested in OP post way probably work too if inmm respect WinAmp music volume slider.
I know another Dmusic/Dmedia/Dsound supported DirectX wrapper - DxWnd. But its complicated tool and kinda buggy (laggy) itself. Require add and launch game from its own menu.
Theoretically Microsoft ADK-ACT (App Compat Toolkit) are better. But no suggestion in tool what to do to restore proper music functionality. There is arguments to manually find.
Just like single dll (or dll+ini for alternate variant) Ddraw wrapper by Narzoul. Single Dmusic wrapper inmm are best solution. If it did support it properly.
If not. Maybe there is another fork of it? Ddraw/d3d/dinput have a lot and a lot of forks of each others.
After all. Digital release already come with same fork of Dmusic wrapper and already pfe-set properly. Except volume support. For such basic functionality no 3rd party downloads needed.

Keep as experiment only the
Disable Fullscreen optimisation, DPI scale by app and Run as Admin.

For subj game Steam has not set to do that, for GOG and ZOOM rename game exe to something like game2.exe or game99.exe.
Also Windows (7 do for sure) sometimes apply own tweaks for known exe's. Renaming is solution (and only after set DPI/optimisation/Admin).
Windows 7 itself not require any tweaks (Nvidia do for flickering issues)... except Disabling Dezktop Themes /DWM THEMES in exe properties.
(and few else not in exe properties, and better do same for Win10+, easier is set Steam/etc exe for that as one for them all).
But better not for custom localisation packs.
There is interesting thing in Digital releases differences.
There is leftovers of GOG or GOG-Galaxy build in Steam build (Steam have new Pre-Launcher launcher before regular Launcher). All are DRM-free, new Steam additional Pre-Launcher are tied to steamclient.dll DRM file.
Steam are last one come an year after GOG and ZOOM-Platform store's ('14-'15). Disc Retail are reauire Windows REGEDIT entries HKLM-Software-Infogrames-InstallPath= (emty is ok). Steam are Portable. GOG otherwise still require that string. But released at same time ZOOM portable as well.
So initially Hogs of War rarest non-poftable game and in case of GOG builds (and you need them for MULTI3 localisations plus Italian missed and are only Disc version non-Portable)
there is a chance you got error message in game Launcher asking to reinstall the game.
Just put Software Infogrames InstallPath= into Registry (keep in mind all possible location, both wow64node in HKLM and VirtualStore in HKCU).
Italian PC are available on one Italian game fanat website and on I ternet Archive as same MDS(+MDF) image and as part of Redump-PC set - H in bin(+cue) image. On Internet Archive.
French disc are part of Redump-PC set - L.
There was French and German retail 1.1 patches. Probably Italian too. There was hogspatch exe and hogspatch2 exe (for Italian?). Seems no for Spanish.
Original Retail discs are in hardly to copy Disc DRM. With a lot of messed secotrs on disc and errors of reading. Best of Infogrames(GreenPapper etc) got regular easier SafeDisc.
Game also has bonus minigame (archived by Pinstripe website).
For localisations reaaally better go to PS1 PAL version.
Another interesting case of the game. Just like initial PC edition, PS1 PAL discs mastered in strange messy way of having a lot lf "errors" sectors (not really), having in-game bug-o-feature DRM, anti-modchip Sony DRM not detected by 3rd party tools as anti-modchip.
And above all that mess is kinda messy itself LibCrypt. English version have bug with second medal in Geneva Convention.
Or supposedly bugged.
DuckStation (and uptodate ePSXs) can deal with DRMs but bug remain. Real bug or still bug-o-featured DRM?
Im never tried so far localised PS1 versions (did for PC GOG MULTI4+Italian). Did they have the same issue?
PS1 disc image in bin from Internet Archive Redump-PS1 set - H (L/F/M for MULTi5) required downloading cue, sbi and lsd from Redump DB website
As for German PS1 disc...
cue file can be alternatively erased and regenerated by CDMage. Also using CDMage it is better to combine 3-4 bin files into 2 (.cda in one rest in another).
Also better rename image files (and edit cue file for proper names) to shorter and VolumeLabel depresent names.
DuckStation are probably best way to play PS1 on PC(-Win?). Fast, and even faster. Fast in visual enhancements and switching them on/off at once. Fast and fast in switching for Widescreen hack. Good wlrking pause menu.
Why so strict for PS1 for localisations?
PC version are improved in many aspects. But downgraded in few. There is NO mhsic loop theme as i said above. No file for it on disc. There is NO SECOND OUTRO video for beating NewGame+ and so no localisation for it.
There is no Sergeant/Mayor(?) voice lines during campaign except Medal Promote tutorial and post Finale speech whcih is a bit shorter altered.
So. PC ver localisations are just not full ones.
PC version also have no NewGame+ mode (Harder +1 levelup for enemy) Its just NewGame mode. So that why no second video for complete NewGame+ mode.
Still first regular NewGame are MUCH better in PC and so Multiplayer online/hotseat (without AI). Just as trainig ok for AI skirmish.
PS1 vsrsion are for NewGame+ and skirmish. As alteration as emulated online multiplayer.
Each are unique/unique gameplay role in conclusion.
