Steam\GOG version v.1.2b not worked under Windows 9x. All cracks for Retail - based on 1.0 exe. So only one file required - proxy dll hack names ddraw.dll (usually), like dgvoodoo. dgvoodoo and ddrawcomapt tool not solve all problems on win8 for me (they solve different problems). And im too lazy to find proper settings for Ms ACT, cause have Win7 x32 pc.
For retail version also required music folder (if you do not want to create and use CD virtual image) and probably some files for msuic work. That files do nothing for Steam\GOG version (warhogs_.exe).

None of them help for 100% for me on Win8.1 x64. Some flickering\glitchs still happen in menu (until i turn off Steam Overlay just for test), but battle mode work well. Or some help with menu, but didnt help with battle mode. As i remember, first link is correct - exactly that file help with map, exactly that file shared anywhere here from some old-games site (like my second link).
Well, i didnt try DxWnd... It have some tweak from ACT Tool, and as i understand can wrap Win 98 sound mixer for AudioCD. It can be useful for music in Retail PC version of Hogs of War.
No compatibility options except "adminrun" (adminrun for Steam.exe) for GOG\Steam verison after that dll fix!
If game start and close immediately after start - it not a compatible problem. Cant help with that. Many have that as i saw on forums with many games on any of 7\8\10 Windows.

Especially check about some "LogiOptions.exe"\etc tools. LoK series support gamepads (with limitations to analog sticks). Hogs of War support any gamepads - with analog too. Still it must be General PnP Dinput controller (any USB device) without any macros tool launched in background. Forcurrent consoles gamepads (Xinput) in old games u must use some 3d part dll like ddraw or winplay.dll - but for dinput wrapper (usually named dinput\xinput .dll - but like ddraw it can be named as any auto-loaded Windows dll). Better first try with normal KB+mouse.
Sometimes with old games (not from Win98, but from WinXp too) headset or sound setting can cause a crash. Sometimes it with audiojack headset, sometimes with USB. I think it demand of audio and mixer settings 9no exclusive mode, max or temporary minimum sound quality) - must be set for each device\headphones separate.
And "Legacy DirectPlay on" of course, with DirectX9(+older) that not include by default in Win since Vista.

The thing is it doesn't crash or load it brings up the menu and then it acts like its going to load but then I can't click anything acting like it loaded but not I have to close everything to be able to click stuff. It's not even in the task manger.
But i didnt do this for my nvidia card on Win7 x64.

Check if warhogs_.exe really close in Task Manager process list. On Win7 it can keep with rundll32.exe process - it have differ solutions. If it close - than, again, install DirectX, LegacyDirectPlay, stable update build for Win10 or all updates for Win 7\8.
Try to reinstall driver if it installed from old original CD (bundled with GFX card).
Try to ask on Microsoft Answers. Sometimes that community help (if problem not in Windows itself and easy to reinstall it).
