So it might be different issue.
Microsoft Visual C++ Redistributable for Visual Studio 2015, 2017 and 2019
https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads
It might be better to do clean reinstallation (uninstall and install again).
I usually avoid validating game files as takes much longer time and unsure if it is really valid.
i tried downloading and installing new gpu drivers from nvdia software site. didnt work.
I reinstalled the game 3x now. I had this problem two days ago and tried different ways to trying to fix it. reinstalliing gpu drivers didnt work , changing resolutions by typing -windowed in launch options didnt work. which sucks

Title scren crash/blackscreen fix is delete save files and start over.
Not sure your display settings, but I'd suggest try standard.
Single monitor, 1080p, 60Hz, Full screen.
You can also try remove save files as other post recommended.
%LocalAppData%\TekkenGame\Saved\SaveGames
Note: back up before remove if you have any game progress
I think necessary VC++ redistributable should be installed by Tekken 7 installer.
But it could be changed, get conflict or removed by other games.
So if you try this part, steps is following:
1) Uninstall suspicious VC++ redistributable from Add and Remove Programs.
2) Download and install from MS site.
You need to avoid conflict manually.
2015-2019 package has included 2015, 2017 and 2019 (years of Visual Studio versions).
Other versions are separate installer.
One person reported in SoulCalibur 6 group that VC++ redistributable 2008 was issue on the person's environment.
my resolution is : 1920x1080 60Hz

also realized that i have so many VC++ when i checked my control panel even dating back to 2008 and 2005. I'm not tech savvy when it comes to these so i dont know what or which one should i uninstall. I dont even know if i should change it or not. Any help would be appreciated thanks.
Just add exception to the tekken game folder into windows defender or any spyware or antivirus software you might have installed on your computer.
