2. Character mst suit you and be compatible with your playstyle. It is likely you will be less efficient with better character that doesnt suits you than with inferior character who suits you like a glove.
3. Tiers are based on opinions and doesnt necessarily have to be accurate. Of course sometimes quality differences between characters are so huge that error in judgement is extremally unlikely (like in MK9. Baraka is worse than Kabal and chances of error in that case are like 99.8(9)).
4. Balance patch were released recently and it is quite early to make viable judgement when it comes to tiers.
5. Characters power differs depending on both players skill level. Best character for 2 newbies will likely change when they get advanced, change again when they go hardcore and will be different once more when they reach level of pro who can make top 16 at evo.
6. Even if you could determine who is best patches will likely change it in future.
7. Games should be played for fun. If you can increase your winratio by using character you dont like you are Losing.
8. If you are significantly better than your opponent you will win even using worst character in the game against his best character in the game.
df+2 is a linear Kazuya df2 but it high crushes and is a combo starter on counter hit.
Uf+3 and 4 are both good moves to use, uf3 being more safer since uf4 since uf3 is +2-3 on block and uf4 is -13
b+1 is slow but it also high crushes and tracks.
ff+4 is nifty and san option to use at the end of combos to catch people rolling back or ducking while fff+2 is good if they stand up and try to react. ff4 is also - on block but safe nonetheless.
