Have you tried to desactivate your antivirus ?
To avoid any issue with my antivirus (Avast), I put the whole folder "steam" in exclusion of my antivirus.

tried. didnt work. even tried changing my download region as suggested on other forums. didnt work too. I tried to move my steamapps to another folder to reinstall my steam but it says item not found. so im guessing the whole steamapps folder may be corrupted?
this always happens to me, after i reinstall the game and able to play it. the next day when i try to open it the same problem will occur.
and the thing is this only happen for tekken7, all the other steam games i play does not have this problem. so everytime i wanna play tekken7 i have to reinstall the game. i am currently trying to find a solution for this problem

This happens when your antivirus program Quarantines a file. You need to access your antivirus program and make an exception for the game (And remove the file from the list).

Follow this video step by step. Fortnite has the same error. I deleted the binaries folder in the TekkenGame folder NOT the Engine folder. It should have a content folder underneath it. What it does is delete the corrupt files and then the launcher downloads new ones. Then when you launch the game a firewall notification will pop up asking you to allow the game through its security. Just check any of the boxes to allow the game to run. Hope this helps.
