Beginner character?

Who would you recommend?

I tend to recommend using Katrina, Lars, Claudio (probably few others I can't think of) to get your feet wet since some don't require heavy execution but good way to learning the fundamental of the game.
Once you're comfortable with the control, movements and overall setting, you'll be able to adjust to more advance characters as time progress.

Perhaps, find a character you like so that you can enjoy the grind as you learn.

You may want to try out a few different characters to start on the lists above, and then decide on your main, based on who you enjoyed playing the most. I know a lot of folk took a while to find their main. (favourite character)

Ling Xiaoyu. Get familuar with game with a cancel heavy character. This way you don't get the idea this is supposed to be easy.

Noctis is the easiest to play in the game.

Ling doesn't teach ANY tekken whatsoever. Why u want people to learn the game with a character that plays unlike anyone else?
People that start with ling always develop the worst habits and can only play with a setup and mixup heavy style.
They also rely on AOP for defense, so they never develop actual defense.
The amount of lings that are blue ranks and higher but can not punish even basic moves is staggering.
And that's who you think is a good character to learn tekken with?

Lumping all Lings into "Some Lings in some ranks" as if that's all there is...is a very ignorant argument. It applies equally to every character. Seriously, I can just take your argument and substitute any character and its the same.

Falling for AOP is your fault, keep your fast mid jab ready AOP doesn't dodge everything.

Seriously you think picking a character that plays EZ mode is a good way to learn. May as well suggest leaving assist mode on.

As Yaksou already said Dragunov is a simple character. He have complicated things like iWR or iWS moves, but a begginer doesn't need them to play. Dragunov can be played with pokes only and they doesn't require any execution, only fundamental knowledge. So i think Dragunov is a good and easy character to learn the game.

P.S. I saw some videos and in Tag 2 Dragunov was execution heavy char despite his Tekken 7 appearance. F.e., his iWR 2 CH combos required iWS 4 from crouch dash.

shaheen or kazumi but it doesent matter for ♥♥♥♥ honestly,i started with steve and he is probably the most unique character,if you want to learn tekken you will do so with anyone, its just that some characters take you on the wrong path more easily,if you play those weird ass characters just make sure you focus on fundas and you will be fine
