Because to whiff punish well, first of all you need to be good at korean backdashing which is not beginner friendly or at side stepping in the right direction depending the move used, but most importantly, you need to know that you can actually whiff punish that string at this specific distance you are in and know/execute with the right timing and the right move.
And the only way to get consistent at that is to either lose a lot and learn from replays but the quickest way is just to lab the strings that you struggle with but i agree that it can be frustrating to hear that all the time.
I'm not a veteran player and I only started playing Tekken 7 seriously like 2 weeks ago and I already know how to backdash (I'm on keyboard, real easy to do). It's much easier for me to learn how to backdash than to go on labs and individually learn every other characters' moveset just to learn how to punish.
Hwoarang is just troublesome because of his pressure + mixups + range + speed. You can't power crush or dickjab because you don't know when he's gonna throw a low unless you take a while to learn his kit. Meanwhile against characters like Kazuya I have no problems reading him as his kit is simple and easy to read.
Why lab a hwoa ♥♥♥♥♥? If you think you know a frame and try to interrupt or punish a hwoa ♥♥♥♥♥, his next attack will power crush and you will lose anyway.

Hwo has always been mid tier because he is too easy to counter.
So it is a little bit in reverse - he is not that strong but for beginners he can be super annoying.
In terms of difficulty in low ranks Hwo is super strong due to mashing - then he becomes hard because its easy to kill him if he mashes.
He is an advanced char for a reason. When I was ranking up all my chars in S1 he was literally the last one I hit ruler ranks with. Surely he was hardest of them. I don't play mishimas or bryan but I have played around dozen chars so it means something.
So don't be mistaken. He might appear easy but its a struggle with him to get results. Of course to counter him you gotta know some basics about him.
I personally know people who were blue ranks with hwoarang but could not reach genbu with other chars.
