If they preserved the wall properties perfectly then they are safe but many potato mods did not, so the wall physics do not match up and online matches will desync on wall events.
Only other desyncing mods beyond mismatched maps would be stuff like moveset alternations(which is obvious)
Music, HUD, costume/model, SFX, etc have 0 impact on gameplay and can be freely used
Edit: Jesus is there really no anti-cheat system in T7...?
Walled stages have walls. Infinite stages have no walls and go on endlessly.
Luckily you don't have to make your on conclusions on questions like "does tekken 7 have anti cheat" because you can search your preferred choice of search engine to find out.
