That's mostly because you're at lower levels.
Lili is so easy to step, but lower ranks don't step. She also doesn't have conventional pokes, her poke game is different from others.
I don't think her damage is out of the ordinary for the other weaknesses she has. She is unconventional, hence why players struggle against her. It's easy to win matches with her at lower levels by flow charting. I both play her and played against a quite a good one quite regularly, she isn't as big of an issue as some make her be, but she isn't as good either. She is bellow average indeed, she needs faster moves, she doesn't have a magic 4, her better moves are slower than they need be.
She does need buffs, and I wholeheartedly agree that her d/f3 needs to be faster by a frame or two, i18 is best it should be. She doesn't need buffs in places where she lacks, she needs them in places where's she OK or already good, but she does indeed need buffs.
She's cute, I'm waiting for her release as well. I'm going to play her, but still an Akali/Ahri main.
