Of course you can train against an AI, but there is no clear vs CPU where you can chose your enemy with a clear winner.
As the other guys said:
Choose your character, choose your opponent and choose your map.
Then you can change the opponent's action from "Standing" to CPU.
Additionally you can change the difficulty.
There is no Rage, no time and no health limit.
Although Ai gets hit by the 10 hit combo.
Players typically block the low hit.
