How would you know whether the move your opponent is throwing is 17 frames etc? Or when they will press it for you to do it at the exact time?
Its seems so luck based then if your solely relying on counter hitting? I'm just saying since characters like heiachi and steve fox (as examples) are CH orientated.
You may or may not get hit by an opponent. For example, if your attack was faster? or he misses somehow - you will not get hit.
Many fo attacks become much stronger on CH, you may read about them in frame data

Counter hit frame
You dont know that, you should make a read, that is the beauty of the fighting games. You should observe what your opponent is doing and find the pattern. Or you can bait it, i gonna make an example :
When i play claudio i like to harass the opponent with f,f,f 2. This attack is +6 on block, so if he blocks it, i just gonna throw my fastest string 1,2 (10f) just to test if he is pressing buttons or not. If he does, next time i gonna do a setup: after he blocks f,f,f 2 i just press my ch attack d/f 2 and a get a free combo ;)
So its much harder to CH at higher level since opponents generally press less buttons?
Yes, cuz good people respect opponents + frames. But it is still very doable, as i said before you have to make a read or condition your opponent to press a button
