Chloe has many punishable moves. So does Noctis. Research the matchup and use your options to make her play in a way that capitalizes on your strengths.

But honestly, the way you explain frame data makes it sound like you dont correctly understand punishment as a whole.

Characters can equip a weapon even if their base configuration doesn't include one. E.g. Lei can equip a nailed bat, a sword and other weapons. It won't naturally fit into combos from what I can tell but I tend not to have a weapon in my set-up.
Avoid trying to go in with highs as much as possible and use fast mids instead. :D
