My spidey sense is thinking, Windows Firewall? Norton/ESET/Whatever firewall? Router firewall? Port-forwarding? There are two .exe files you should allow through:
1) \steamapps\common\TEKKEN 7\Tekken 7.exe
2) \steamapps\common\TEKKEN 7\TekkenGame\Binaries\Win64\TekkenGame-Win64-Shipping.exe

1) Open CMD (Start - Run - cmd)
2) Enter the following commands:
ipconfig /release
ipconfig /renew
This will release your IP address and ask the router for a new one.

Look up your router make and model (the model is usually written on some sticker on the back of the router or something) and write it down - if whatever solution you find happens to require meddling with it, you'll be able to look it up (portforward.com is a great site for router tutorials).
Start by Googling something like "Windows "no internet" but I have internet?" and go from there, I'm sure you can have it solved under 15-30 minutes.
