But srsly, if you have anything becides mouse and keyboard plugged into usb -- unplug it and try to start the game again. If this didn't help -- open task manager and check for anything that has tekken in its name, than stop those processes. If that didn't help than try to disable ur untivirus/firewall: they can produce all sorts of weird errors. If all of this didn't help -- post again, me or somebody else will maybe have another solution.
Do you have something in C:\Users\YourUserName\AppData\Local\TekkenGame\Saved\Logs folder? If yes, open the most recent folder there and post the content of the xml file (just open with a notepad and copypaste). I don't know much about UE4 crash logs, but sometimtes you can guess something from there. Or, you know, somebody with actual knowledge may take a look.

From your video it sems that steam tries to run the game's exe and fails since no splash screen, nothing. From my humble experience one of the most common reasons for that is directx usb bug, but since u say u dont have anything plugged I guess its not it. I'd still try and check for strange devices in Control Panel/Devices and Printers. Or hold the button with the windows logo on your keyboard and press R. In the new window type "devmgmt.msc" without quotes and press enter. It'll show u the list of all devices on ur pc, try and look for something like a gamepad u dont have, headphones u dont know about, etc. Over than that im out of ideas for now. Peace.
