id say start with kazumi. she has easy execution and a small movelist but she isnt easy to play because you need to have good fundamentals with her like movement and poking.

but its the best way to properly learn the game

Pick who you like. Pick a character that interests you (moves, stances, transitions, movement, etc.). What is the most important is your motivation to learn. If you pick a character that you don't instantly like or have motivation towards, you will most likely not stick with them or bang your head against a wall in the learning process. Suggestions are fine, but your ultimate decision is all up to you.

I'd say Kazumi. Good poke, mishima jabs, relatively easy combos.
