I'd say Nina is the best of the two, her tools are just better. Also Nina isn't as hard on execution if you don't care about doing multiple instant while standing butterflies in a combo for maximum wall carry. If you are good at doing qcf motions Nina can get very juicy combos using her qcf1.
Example CH4->qcf1->qcf1->qcf1->qcf1->qcf3 (which also looks sick and it's a lot of damage from a i11 ch)
Nina has more tools and she is better in general. Her 50/50 game isnt as strong as Anna, but she is safer on block. Her pressure game is better, her whiff and block punishers are better. She has some hard execution stuff like her iws1,but you can do slightly weaker combos with much easier execution. Her ss1 cancels is also hard, but you can cancel ss1 into qcf and ws moves easily. And cancelling ss1 to another ss1 is easy too.So you can play her without doing her hard execution stuff.
I will continue with Anna untill I get bored and then move on to her longer lasting sister.
