Error Createprocess () returned 2e4

So i just buy the game and download it. when im trying to play it they say need administrator right so i go to the game directory and edit properties of "TekkenGame-Win64-Shipping.exe" giving it administrator right. then when im trying to launch it it says: couldnt start TekkenGame-Win64-Shipping.exe Createprocess () returned 2e4

what i have done so far:
-disabling windows real time defender
-verify the game cache
-reinstall the game (wich i very hate it 42gb 1 night)
-googling it and still no answer

i dont have antivirus so how can i fix it ? thx b4


Fix : deleted eveything insid Steam\steamapps\common\TEKKEN 7\TekkenGame\Binaries\Win64
then let it redownload again
