However, it is also a possibility that Bandai-Namco told them not to give them for free. But I personally see it less likely.
He got asked for sht.. and now he has to give.
I agree, I also think it's very likely that his quote got misinterpreted and that he often got misquoted after that. First of all, his English is not that good. Second of all, people read what they wanna read.
This is from translation of one of Harada's interview:
"Going back to Tekken characters specifically, have there been any thoughts of bringing some older characters that aren't in the roster? A lot of people like Lei Wulong and Julia! Or are you sticking to trying to do collaborations?
Up until now with Tekken, we haven't really done much DLC. It's always been a new, developed game, a particular installment, and then it's released, and that's it. You move on to the next one. But since we're doing DLC and the lifecycle is a bit longer, this opens up doors to do other things with the franchise for a particular installment. It's not like the possibility is zero that we'll see a returning character like the ones you mentioned."
This is from his twitter:
"In the past, we had to stop all updates and support within 2months after launch(Because no development Budget).
With Season Pass, we can guarantee one year of Additional Development Cost and development Team (Retention of development team structure) from our Company/Publisher.
Also, we do not sell classic Tekken characters, Paid DLC will be special content. With this system, we can do free updates and support for a long time.
This is what I've been saying in an interview article (I have talked about it in several interviews before, so please read it)."
So im pretty sure he meant if DLC characters will return it will be free. But probably Bandai Namco didnt agree that,so they won't be free.It isnt overpriced though so im okay with it.But maybe he only talked about Season 1,who knows.

This is exactly what I mean. If I don't sell bananas right now, and literally tell my customers "we do not sell bananas", I'm not saying that we will never sell them in the future. Not at all.
Special content? Depends on definition. Tekken bowling mode or stages and extra customization options, bundled together with a character (new or classic)? One could call that special content.
I'm not saying I necessarily agree with it, but people read what they wanna read and make up their own definitions along the way.
"We do not sell classic Tekken characters" is in no way the same as "I hereby promise that Namco will never sell classic Tekken characters as DLC for Tekken 7".
"Also, we do not sell classic Tekken characters, Paid DLC will be special content. With this system, we can do free updates and support for a long time."
Following 2 sentences are highly implying that they wouldnt sell legacy characters imo.Its like saying we will make new stuff DLC and might free update and support that way.Especially because if im not wrong, he tweeted that after first interview i posted which was implying that they might bring legacy characters if people really want. And he likely tweeted that because of questions about legacy characters people were tweeting to him.
But then again,we dont 100% know if he really meant that but it sounds like to me.Then again, both Anna and Lei were characters i would like to try so i will probably buy them at least.
Fair enough.
